摘　　要：为了对华展开舆论宣传,1914年10月在日本驻沪总领事有吉明暗中策划、组织、领导下,东方通信社打着日本民办机构的幌子在上海成立。作为日本在华最早设立的通信社,它在中国各大城市遍设分支机构,通过向当地报刊提供电讯等方式,为日本进行各种宣传。1920年8月归外务省情报部直接经营后,东方通信社的主要功能转向谍报活动,依靠自身种种优势收集中国情报,弥补外交机构在情报战中的缺陷。As the earliest news agency set up by Japan in China,Toho Press established branches all around China and propagandized for Japan by offering telecommunications to local newspapers. After August,1920,theToho Press was managed by Japanese Ministry of Foreign Affairs,its main function turned from intelligence collecting to gathering information about China to make up for the disadvantages of diplomatic organs in the intelligence war.
