摘　　要：针对目前还未产生TETRA数字集群系统与公众网络信令互通的产品的问题,提出了一种满足实际需求的信令网关的实现方案。在描述了TETRA数字集群系统与公众网络互通模型的基础上,首先分析了信令网关的功能;然后详细阐述了TETRA信令和SIP消息的映射方法、信令网关的信令流程及其实现过程,并对信令网关与交换机的接口、信令网关与Vo IP网关的接口进行了设计,对信令网关的开发流程进行了说明;最后测试开发的信令网关。结果表明信令网关完成了TETRA系统与公众网络(PSTN)信令的互通。At present,there is no product that supports the signaling interworking of TETRA digital trunked system and the public net-work. Therefore,an implementation scheme which can satisfy the real demand is proposed. Based on describing the model of interworking of TETRA digital trunked system and the public network,the function of signaling gateway is analyzed in this paper. Then the method of mapping between TETRA and SIP,the signaling process and the implementation process are elaborated,the interface between signaling gateway and switch,the interface between signaling gateway and VoIP gateway are designed,and the development process of signaling gateway is described. Finally,the signaling gateway is tested,it is proved that the signaling interworking of TETRA system and the public network （ PSTN） is completed.
