韩国国内在加入TPP问题上的争论及选择

摘　　要：韩国在很长一段时间内对TPP持消极观望态度。随着韩国新政府的上台和日本正式宣布加入TPP,韩国国内就是否加入TPP谈判展开了激烈辩论,韩国政府也迅速从消极观望转向谨慎研究,最后接受了赞成论者的观点,宣布对TPP"表示关注",并启动了与TPP成员国的双边预备谈判程序。如果韩国加入TPP,不仅会扩大TPP的影响力,助推美国的亚太再平衡战略,也会削弱东亚经济一体化的动力,并对中韩关系产生一定的负面影响。中国需要加速推动中韩FTA、中日韩FTA和RCEP,研究与TPP成员国之间签署双边FTA和直接加入TPP的可行性,扩大同中亚、中东欧和东南亚等区域和次区域的经济合作。最重要的是,中国需要扩大上海自由贸易试验区的点和面,增强自身的经济体质,直面来自美国主导的TPP的挑战。As a new administration enters office in the ROK,and with Japan officially announcing that it will join TPP,an intense debate has emerged within the ROK over whether it should join TPP negotiations.The ROK government finally accept the perspective of supporters of TPP.The ROK has also initiated bilateral talks with TPP member states to prepare for negotiations.Should the ROK join TPP,its influence will expand,the U.S.will receive a significant bolster to its Asia Pacific Re-balancing strategy,the impetus for East Asian regional integration will be weakened,and relations between China and the ROK will suffer.In response,China needs to strengthen efforts to promote the China-ROK FTA,the China-Japan-ROK FTA and RCEP,and to research how it can sign bilateral FTAs with the TPP members.It should also consider the feasibility of directly joining TPP.
