摘 要:东盟冲突管理方式以尊重成员国主权为前提,通过协商一致和第三方调解等方式促进以非暴力方式解决争端,其着力点是通过塑造规范、促进合作等方式预防冲突的发生。东盟冲突管理方式的无力性集中体现在对成员国国内冲突的管控上,其根源在于成员国在融入区域性集体机制的同时仍坚持个体化的主权践行方式。主权融合基础上的制度建构与实体资源配置将是东盟提高冲突管理效能的路径选择。The ASEAN approach to conflict management emphasizes respect for the sovereignty of member states,and stresses non-violent means of conflict resolution,such as consultation and third party mediation.The focus of the approach is on creating norms,promoting cooperation and advancing other mechanisms that can prevent conflict.The main limitation to the ASEAN approach to conflict management manifests itself in its inability to control domestic conflict within member states.The root of this problem is that as member states integrated into ASEAN's collective regional institutions,they insisted on maintaining individualistic concepts of sovereignty.Constructing institutions and allocating resources on the basis of the concept of overlapping sovereignty offers ASEAN one future direction for enhancing the effectiveness of its conflict management.
