摘　　要：构建学习型区域是提升我国高新区创新能力的有效途径。在学习型区域视角下,针对我国高新区传统发展模式中存在的问题,探讨高新区通过学习促进创新,并建立学习型区域的创新发展模式。The high-tech development zones of China have made great achievements after the development in these two dec- ades. However, in comparison with world-known high-tech development zones, they still have big development divide. The innovative institution of national high-tech development zones hasn＇t been perfected enough. The innovative system hasn＇t yet formed. The innovative ability of national high-tech development zones needs to be improved urgently. The rea- son of the above is national high-tech development zones have always constructed in the way of exogenous type develop- ment forced by policy. We need to re-recognize the original development institution-learning, so that we can improve the a- bility of self-innovation of national high-tech development zones. The learning region pattern is the effective approach for the innovative development of national high-tech development zones through learning, talent cultivation and organization development.
