民主与集权张力下的有序民主探析

摘　　要：从传统社会向现代社会转型,不仅需要从自然经济过渡到市场经济,而且需要由传统社会治理结构过渡到现代社会治理结构。在中国政治现代化进程中的民主,是有组织、有领导的有序民主。这既要有强有力的集权以保证改革的顺利进行,又要有民主的办法以扩大公民的政治参与,通过法治来规范社会治理,遏制特权和腐败现象,实现向适应市场经济的服务型政府转变。The transformation from traditional society to modern society requires not only the transformation from natural economy to market economy,but also the transformation from traditional frame of administration to modern frame of administration.The democracy during the process of China’s political modernization is of ordered democracy with organized and guided features.On one hand, powerful centralization is needed to guarantee the smoothness of reform;on the other hand,measures of democracy is also required to enlarge the political involvement of citizens,and the government is re-quired to regulate the administration of society,so that the privileges and corruptions will be suppressed and the transformation to the service-provided government,which accommodates to market economy,will be realized.
