行政服务中心标准体系的探索性构建——以系统权变模型为分析框架

摘　　要：行政服务中心发展过程中存在规范性不足、发展不均衡的问题,其根本原因在于缺乏全国统一、系统科学的行政服务中心标准体系。所以,构建行政服务中心标准体系势在必行。我国行政服务中心标准体系建设还处于起步探索阶段,其科学性和系统性不强。我国应以系统权变理论模型为分析框架,构建一个由目标与价值标准、技术标准、社会心理标准、结构标准、管理标准5个一级标准以及23个二级标准、若干三级标准构成的行政服务中心标准体系,为地方行政服务中心的标准体系建设实践提供一个科学、系统的思路。Deficient standardization and uneven development of Administrative Service Centre are caused by the lack of a nation- wide scientific standard system of administrative service centre. Therefore, a standard system is to be imperatively constructed. However, in our country it is still in the initial stage of exploration whose scientific and systematic nature are not strong. Hence, this paper, from the framework of a system and contingency model, explores to construct a comprehensive standard system for administrative service centre, consisting of five Grade I and 23 Grade 11 standards and several Grade III standards. The Grade l standards are goal and value standard, technique standard, social psychological standard, structure standard and administrative standard. And it is aimed to provide a scientific and systematic thinking for the practice of construction of standard system for administrative service centre.
