摘　　要：与自行采购相比,政府采购存在调高价格分、降低技术分和商务分的特点。针对折扣低、质量差,承诺多、服务少,证明多、实绩少,定性多、定量少,特色多、实现少等现象,政府采购应采取确定折扣范围、把握技术要求、实行一票否决、明确重点分值、兑现特色服务等相应的对策,使其成为既科学、合理又具有可操作性的采购模式。Compared with the self-procurement, the government procurement exists some characteristics of increasing the price score, reducing the technical score and the business score. For some phenomena of low discount and poor quality, more promises and less services, more verification and less performance; more qualitation and less quantitation; more features and less realization, the government procurement should take corresponding countermeasures, such as determining the discount range, grasping the technical requirement, implementing the one-veto negation, clearing the important score, fulfilling special services, and so on, to make it scientific, reasonable and operable procurement mode.
