摘 要:《普通高等学校基本办学条件指标合格标准》对高校图书馆的"生均图书"和"生均年进书量"的评估指标做出了明确的规定,但却没有对电子资源评估指标进行规定,使得其与高校图书馆的电子资源建设产生了一定的不适应。因此,教育部在评估指标体系中应增加电子资源的权重,可借鉴教育部高等学校图书情报工作指导委员会发布的图书馆馆藏统计评估指标;高校图书馆可将镜像版电子图书视作馆藏图书,按年度新增镜像版电子图书数量统计新增馆藏,也应考虑计算年度付费远程访问的其他各类电子资源的权重。"The Qualified Standard of Indexes for Basic School Running Conditions of Colleges and Universities" has made clear regulations for assessment indexes of "average amount of books per student" and "average amount of annual increased books per student" of university libraries. However, it fails to regulate the assessment index of electronic resources, so the standard is inadaptability to the electronic resource construction of university libraries. Therefore, the Ministry of Education should increase the weight of electronic resources in the assessment system, draw lessons from the assessment index of the library collection issued by the University Library and Information Guidance Committee of the Ministry of Education. University libraries could take electronic books of the mirror version as collection books, count increased collections according to the annual increased number of electronic books of the mirror version, and also consider the weight of other kinds of electronic resources of remote access supported by the annual payment.
