摘　　要：金融排斥在世界范围内普遍存在,差距明显,表现不一,世界银行和国际货币基金组织对金融排斥也没有形成统一的概念和标准划分,国内对金融排斥理论的研究尚处于起步阶段。受地理环境、文化、金融改革等众多因素的影响,我国各地的金融排斥表现也参差不齐、各具特色。本文提出金融排斥概念和测度方法,并以宁夏为例,选取20个县(区、市)2001-2012年经济金融统计数据,采用面板向量自回归模型(PVAR)对金融排斥动态机制展开实证研究,测度金融排斥动态发展趋势,给出研究结论,提出政策建议。Financial exclusion prevalent in the world, the gap is obvious. World Bank and IMFfor financial exclusion nor the for-mation of a unified concepts and standards division. Domestic financial exclusion theory research is still in its infancy, due to geo-graphical, cultural, financial reform, and many other factors, our country＆#39;s financial exclusion also showed uneven, unique. This paper presents the concept of financial exclusion, financial exclusion indicator system to build, construct financial exclusion index measuring financial exclusion condition, Ningxia is one example. Select the 20 counties 2001-2012 annual financial statistic data, using the panel vector autoregressive model （PVAR）, quantitative analysis of financial exclusion dynamics. And gives conclusions, policy recommen-dations.
