清末民初湖南贫民习艺所的历史地位和作用

摘　　要：贫民习艺所的建立,是清末民初湖南政府积极兴办新政,应对社会危机,关注社会下层的一个重要成果,被称为社会的"安全网"。它的设立具有历史必然性:坚实的思想基础,一脉相承的组织基础和迫切的现实需要。其运营机制相当完备,对当时湖南省的社会管理、经济发展、文化传承均起到一定的作用,但在发展过程中也体现了某些历史局限性。The setting up of workhouse,regarded as the“safety net”of the society,is an important achievement of setting up the New Deal to cope with social crisis and concern the underprivileged by the Hunan government in the late Qing dynasty and early Republic of China.It has the historical inevitability of the establishment：solid thought foundation,inherent organization basis and urgent realistic needs.Its operation mechanism is also quite complete and exerts positive effect on Hunan’s social management,economic development,and cultural heritage.However,some historical limitations are also reflected in its development process.
