国外政党党内法规制度建设的经验及启示

摘　　要：为提高党的执政能力,国外政党注重党内法规制度建设,积累了一些好的经验,主要有:制定详细配套、简明实用的党规党纪;领导干部以身作则,带头遵守党规党纪;建立健全监督机制,突出监督机构的独立性和权威性;严格执行党规党纪。中国共产党在加强党内法规制度建设时,不能盲目照搬照抄他国做法,而要坚持从我国社会主义初级阶段的国情出发,借鉴国外政党加强党内法规制度建设的有益做法,实现马克思主义中国化,不断完善具有中国特色的党内法规制度建设之路径。In order to improve the parties＇ governing capacity, governing parties in foreign countries also pay much attention to inner-party legal system construction, and have accumulated some good experience, such as drafting detailed, coordinated, simple and practical parties＇ rules and regulations; setting good examples by leading carders, establishing and perfecting the supervision mechanism, paying attention to independence and authority of the supervisory organizations and executing parties＇ disciplines strictly. In constructing the inner-Party legal system, the CPC should not copy the practices of other countries, but proceed from our national conditions of China＇s primary stage of socialism, draw on the useful experience in enforcing inner-parties legal system construction from foreign governing parties, and constantly improve and perfect inner-Party＇s legal system construction with Chinese characteristics so as to realize localization of Marxism in China.
