皖江经济带农村公共产品供给存在的问题分析#——基于六安市金安区的调查

摘　　要：公共产品供给低下是我国"三农"问题中的一个长期结症。通过对皖江经济带代表地区六安市金安区276名农民的调查发现,农村公共产品供给尚存在质量低下、供给与需求矛盾突出、供给总量不足以及农村科技金融支撑服务功能薄弱等问题。为有效解决农村公共产品供给中的困境,需拓宽资金渠道、理顺需求表达与决策机制、理清政府权责等,发展多元化的农村公共产品供给机制。Low public goods supply has long been a tough problem in three dimensional rural issues. The survey of 276 farmers in Jin＇ an District in Lu＇ an city in Wanjiang Economic Belt shows low quality of rural public goods supply is low, the sharp contradiction between supply and demand and inadequate total supply and weak rural technological and financial supporting service. In order to solve effectively dilemma of rural public goods supply, some measures should be taken such as extending financial channels, streamlining demand expression and decision mechanism, sorting out government debt so as to develop multiple rural public goods supply mechanism.
