摘　　要：研究嫩江流域水资源开发利用现状以及至2020年水资源面临的形势,对实施嫩江流域水量分配的必要性进行分析。根据流域规划工程情况及河道内需水要求提出嫩江流域的可分配水量,以水资源综合规划配置成果为基础,提出嫩江流域的地表水分配方案及下泄水量控制方案,并结合流域实际情况提出了水量分配实施的保障措施。The necessary of having water allocation plan in the Nenjiang River Basin is discussed, together with studies on the current status of water resources development and utilization and challenges by the year of 2020. The allocable amount of water in the basin is proposed according to the capacity of planned structures in the river course and water demand. Allocation plan of surfaced water and control options of water discharge are worked out based on the result of comprehensive plan of water resources. Safeguarding measures for the implementation of water allocation plan are raised in line with actual situation of the river basin.
