利益相关者视角下的社会资本办医探析

摘　　要：随着医疗卫生体制改革的日渐深入,社会资本进入医疗领域被提上了议事日程。基于利益相关者理论,从社会办医疗机构的5大利益相关方即公立医院、卫生行政部门、内部医务人员、出资方以及广大患者出发,深入分析来自各方的动力和阻力,有利于落实政府责任,明确社会资本办医的市场定位,实现医疗资源优化配置,并从明确功能、优化格局、落实政策、强化自身等方面提出改善对策。Along with the medical and health reform deepening in our country, exploring how to involve social investment into the medical service market has been put on the schedule.Based on the stakeholder theory, from the perspective of five major stakeholders including public hospi-tals, health administrative departments, internal staff, sponsors and the majority of patients, the paper deeply analyzes the impetus and the resistance of the social capital investing in medical institutions in China, and puts forward to accelerating the process of social investment to hospitals.
