摘　　要：医药卫生体制改革是时代的要求,是社会发展的必然趋势。而公立医院改革是医改的重中之重,其最终目的是保障人民群众日益增长的健康服务需求,提高人们的健康水平和满意度。现有的公立医院运行模式仍然存在许多矛盾和问题,例如补偿机制不完善、公益性缺失等。公立医院改革需要在总结借鉴国内外经验的基础上完善顶层设计并创新管理体制。Medical and health system reform was put forward by the requirements of the times, among which the public hospital reform is one of the most important and difficult part.The ultimate goal of the reform is to satisfy people＆#39;s growing health service needs, and improve people＆#39;s health conditions and satisfactions.But until today, there still exist many contradictions and problems in public hospitals＆#39;operational mode, such as the imperfect reimbursement system and the lack of public welfare.On the basis of summarizing the experiences at home and abroad for refer-ence, public hospital reform needs to improve the top-level design and innovate the management system.
