摘  要:湖南省城镇化面临的主要问题是:发展质量有待提高、区域发展不平衡。通过对国内外城镇化进行相关研究和借鉴,构建"协同发展模式"模型,可以看出湖南省基于低碳理念的新型城镇化发展过程中,应在土地开发、综合交通和基础设施三个主要方面的体制机制进行创新,充分发挥规划和计划的调控作用,创新节约集约利用资源机制,发展绿色交通,构建城市环境多元化的协和交通运输系统,系统整合基础设施,以促进新型城镇化目标的实现。At present, China's economic development is in a low-carbon environment from extensive management to deal with the process of transition, the rapid development of urban construction is facing new opportunities and challenges. This article is based on Hunan Province, the “four modernizations two types of” building objectives, based on the principle of low-carbon urban development of the quality of the new urbanization that occurred during the construction of Hunan Province is not high and unbalanced regional development, urbanization and other major issues on the institutional mechanisms innovative research. First, it is to review the process of urbanization development in Hunan Province, and to conduct field research it analyzes and summarizes the main results of the urbanization characteristics of Hunan; Second,the urbanization at home and abroad collates relevant research and case analysis, lessons learned; and finally at home and abroad to learn from the experience of urbanization and it builds a "collaborative development mode existed based on the different towns and cities in Hunan Province for the development of proposed new town in Hunan province-based low carbon concept in the development process of land development, it integrated transport and institutional mechanisms for infrastructure in three major areas of innovation specific content in order to promote the realization of the goal of the new town in Hunan Province.
