摘　　要：介绍了灌南县通过健全"四级网络"构建公共图书馆服务体系的实践,对经济欠发达地区图书馆如何实施总分馆制、克服软硬件投入不足而制约农村图书馆事业发展的问题进行了深度探索。This paper introduces the Guannan County＇s practice of constructing public library＇s service system through perfecting the four-level network, and probes deeply into the problem of how the libraries in economic less-developed areas to implement the central-branch library system and overcome the the shortage of hardware and software investment restricting rural library＇s development.
