摘　　要：安全文化建设的效果在煤炭企业安全生产系统中起决定因素。煤矿企业负责人安全文化水平低下是造成的小煤矿安全事故多发的深层原因。加强小煤矿负责人的安全文化培训,塑造和强化企业安全价值观,了解安全文化的核心作用,学习先进安全管理机制,提高安全管理技能,是建立安全生产长效机制,实现煤矿安全生产的重点突破的根本措施。The effectiveness of safety cultural construction plays a determinant role in the coal mine enterprise safe production system. The low safety cultural level of coal mine officials is the deeper cause for the frequent small coal mine accidents. Strengthening small coal mine officials＇safety cultural training, shaping and consolidating the safety values of companies and enterprises, and learning advanced safety management process as well as improving safety management techniques, are fundamental measures for establishing longterm production safety and achieving coal mine production safety.
