摘　　要：中国共产党在探索协商民主的长期历史实践过程中不断赋予协商民主新的内涵。早在新民主义革命时期中国共产党把协商民主广泛的运用到科学决策、统一战线、群众路线的实践之中,此时的协商民主尚处于实践形态。随着协商建国,尤其是人民政协的召开,这就使协商民主成为了一种制度。此后,依托于人大的选举民主和依托于政协的协商民主实现了相互结合,使协商民主制度完美地镶嵌到中国民主制度之中。改革开放初期,中国共产党使协商民主从政治层面渗透到社会层面,提出了社会协商的理论。随着改革开放深入,中国共产党在借鉴西方协商民主的基础上把我国协商民主拓展到公民社会,提出了公民协商的理论。在此基础上,中共十八大、十八届三中全会系统地提出并科学论证了协商民主的内涵。In the long history of the Communist Party of China, new connotation of deliberative democracy has been con- stantly given to deliberative democracy. Early in the new democratic revolution period, the Communist Party practised of deliberative democracy in scientific decision, the United Front, the mass line, when deliberative democracy is still in the form of practice. Consultation in the establishment of the PRC, especially the Chinese people＇s Political Consultative Con- ference makes the deliberative democracy has become a kind of system. Since then, the electoral democracy and delibera- tive democracy depends on combined with each other, so that the system of the deliberative democracy perfectly matched to China democratic system. At the beginning of reform and opening up, the Communist Party of China planted the delibera- tive democracy from political infiltration to the social aspect and put forward the theory of social negotiation. With the reform and opening-up, the Communist Party of China used for reference the Western deliberative democracy to expand it to civil society and put forward the theory of citizen consultation. On this basis eighteen, the Third Plenary Session of the eighteen proposed systematically and scientifically the connotation of deliberative democracy.
