淮军建设的审视

摘　　要：晚清淮军的近代化建设,虽走在同时代军队建设的前列,但也存在着不可忽视的弊端:忽略思想教育、军事训练中存在"教习之弊"、军费供应紧张、军事体制改革举步不前。这些弊端最终葬送了淮军的近代化建设成果,直接导致了淮军在甲午战场上的失败。淮军建设的种种弊端,对于今天的军队建设,具有极为重要的借鉴意义。Huai army modernization building in late Qing dynasty has its disadvantage that can＇t be neglected,although it has been in the front of the contemporary military construction. Its disadvantages include： ignoring thought education,having the disadvantages of instructor during military training,lacking military expenditure,slow development of the reform of military systems. These drawbacks eventually ruined the Huai army ＇s modernization construction achievements,led directly to the Huai army failure in the Sino- Japanese war on the battlefield. For today ＇s military construction,the various disadvantages during Huai army construction has extremely important reference significance.
