模糊层次分析法在高校科研经费风险管理中的应用

摘　　要：以高等院校为研究对象,针对现阶段科研经费管理中存在的风险因素复杂、使用效率低等问题展开研究。采用基于层次分析法的模糊综合评价法,设计由管理、环境、人员和技术四个维度组成的指标体系,并构建高校科研经费管理风险评估模型。通过实例验证,该评估模型具有良好的可操作性和易用性,评估结论科学可靠,可为决策者提供依据。Taking colleges and universities as the research object, this paper focuses on the study of the problems, such as complex factors and low rate in scientific research funds management. Based on the fuzzy analytic hierarchy process （FAHP） , this paper designs an index system including the management, the environment, the personnel and the technolo- gy. Then the paper builds a model of risk evaluation of scientific research funds management in colleges and universities. The empirical research proves that the model has good maneuverability and is easily applicable ; the conclusion of evaluation is scientific and reliable.
