摘　　要：通过国办99号文引出煤炭生产专业化托管模式,从该模式的现状调研入手,发现该模式大规模存在的现实;进而分析该模式的产生与发展机理及其突出优势,认为该模式具有鲜明的时代特征和形成的必然性,这种新型生产关系有利于形成多方共赢的局面,值得倡导和推广。最后对该模式的制约因素和障碍进行了简要分析,通过专家的呼吁提出了推行该模式的对策方向。With a specialized trusteeship model of a coal production drawn from No. 99 Document issued by General Office of the State Council,from a status investigation of the model,a large scale reality existed of the model was found.Therefore the occurrence and development mechanism of the model and the prominent advantages were analyzed. The paper held that the model would have the distinct time features and the necessity of the formation. The new production relationship would be favorable to form a win-win situation for multi parties and should be value initiated and promoted.Finally,a briefly analysis was conducted on the restricted factors and obstacles of the model. With the appeal of the experts,the countermeasure orientation to promote the model was provided.
