摘　　要：合理划分矿业权审批权限,对推进矿业权审批制度改革具有重要意义。本文系统梳理了我国矿业权审批权限划分及调整变化情况,指出了矿业权审批权限划分中存在的问题,对煤炭矿业权审批改革试点工作进行了总结分析,提出了合理划分矿业权审批权限的政策建议,为推进矿业权审批职能转变、简政放权提供借鉴。Rational division of the examination and approval authority of mining rights ,has the vital significance to promote the reform of the mining rights approval system .This paper systematically reviewed the division and adjustment of the examination and approval of mining rights ,pointed out the existing problems of the examination and approval of mining rights ,analyzes and summarizes the pilot reform of the examination and approval of mining rights ,and put forward policy suggestions on reasonable division of the examination and approval of mining rights ,provide reference for the transformation of functions and streamlining administration and institute decentralization .
