摘　　要：当前低丘缓坡综合利用对破解保发展保红线中的用地难题具有现实性,同时积极性要素与消极性要素并存,缺乏差别化管理制度,制约了低丘缓坡综合利用科学发展。构建包括制度与科技有机综合管理平台、差别化政策效度目标和全领域管理机制框架在内的"制度+科技"管理新机制,有利于拓展用地空间,提高土地节约集约利用,实现低丘缓坡综合利用效用最大化,优化城乡用地布局,确保不影响生态文明建设前提下,推进我国城镇化进程。Comprehensive utilization of mild slope of low mountain and hills is of great signiifcance in solving the land use problems existed in ensuring development and defending the red line of 1.8 billion mu of arable land. While some problems such as coexistence of positive elements and negative elements, shortage of differential management system has restricted the comprehensive utilization and scientific development of mild slope of low mountain and hills. This paper argues that establishing the new management mechanism including organic integrated management platform of system and science and technology, differentiated policy and validity goal, and a full-ifeld management system framework is conducive to expanding land-use space, improving the economical and intensive utilization of land, maximizing the utility of comprehensive utilization of mild slope of low mountain and hills. In addition, this new management mechanism can optimize urban and rural land arrangement, as well as promote the urbanization process in China without affecting ecological civilization construction.
