摘 要:为了使全省节能工作常态化、制度化和规范化,更大力度加强节能降耗,以确保本省经济的长期稳定发展。本文首先用科学的方法分析了本省"十一五"期间节能降耗取得的成效,总结了各种节能措施。通过对几个重点城市的现场调研,对节能工作中存在的问题与障碍进行了系统评价和分析。最终提出了"十二五"节能降耗的工作方法,认为在政府加强节能督察的同时,建立和实施企业能源管理体系才是节能长效机制。In order to normalize, institutionalize and standardize energy -saving and strengthen energy conservation so as to ensure the longterm stable economic development, this paper analyzes the" elevenfive" energy -saving achievements, and fruitful measures are summarized. Furthermore, based on the field investigation of several key city, systematic evaluation, analysis on the energy saving effects and measures were made. Finally, energy saving and reduction measures in "Twelfth Five Year Plan" are proposed. It is believed that the long- term mechanism can be built if the government should strengthen energy conservation supervision and promote the establishment and implementation of enterprise energy management system.
