京杭大运河扬州段水生态系统保护与修复的法律对策

摘　　要：文章以京杭大运河扬州段为研究标的,分析其生态环境现状,指出水生态系统遭到破坏的自然和人为因素。针对资金不足、人才短缺,民众环保意识不强,多头治水、管理混乱,法律制度不健全等现实困境,运用对比分析法、文献研究法、跨学科研究法等研究方法,从立法、执法、司法三个方面提出相应的对策和具体的保护措施,旨在加强水生态系统保护与修复,实现人、自然、社会的和谐共生、永续发展。With Yangzhou Grand Canal as the research target, this article analyses the present situation of its ecologic environment, and points out the natural and human factors for the destruction of water ecological sys- tem. In view of the existing difficulties, such as capital insufficiency, shortage of talents, public＇ s unaware- ness of enviromnental protection, bull water control, management chaos and incomplete legal system, the arti- cle puts forward the corresponding countermeasures from legislation, enforcement and justice by applying such research methods as contrastive analysis, literature research and interdisciplinary study. Meanwhile, it comes up with the specific protective measures, with an aim to strengthen the aquatic ecosystem protection and resto- ration and to achieve the harmonious coexistence of man, nature and society and sustainable development.
