森林保险的费率厘定与业务实施要点分析

摘　　要：从四个方面深入剖析了森林保险在林业经济建设中的突出作用,重点研究了森林保险业务的最大技术难点——保险费率的厘定。在现有方法的基础上,将其内涵丰富和细化,加入对更多因素的考虑,所提出的方法能够兼顾被保险人的支付能力、支付意愿与保险人的经营稳健性和盈利能力,且相对简便易行。同时,将我国森林保险业务实施中的难点和不足一一列举分析,并针对每一点提出了具体的解决方案,以求推动森林保险业务的健康运行,使之能够充分发挥其鼓励林业生产、促进生态建设的重要作用。This article firstly deeply analyzes the notable function of forest insurance in the construction of forestry economy from four aspects ,and them it focuses on the premium rate making ,which is undoubtedly the most important technology in forest insurance business .Based on the present methods ,the authors broaden and enrich its content ,and consider more determinants .The method mentioned here take the capability and wish to pay for the insurance and the steady operation and profitability of the insurer into consideration ,w hich is relatively simple to be operated .At same time , the article lists the examples that show the main difficulty and shortcoming in the implementation of Chinese forest insurance and proposes the solutions to each problem so as to promote the healthy running of this business , which enable the forest insurance to play its important role in encouraging forestry production and promoting ecological construction .
