摘　　要：建设工程项目施工成本管理应从工程投标报价开始,直至项目竣工结算完成为止,贯穿于项目实施的全过程。成本作为项目管理的一个关键性目标,包括责任成本目标和计划成本目标,它们的性质和作用不同。前者反映组织对施工成本目标的要求,后者是前者的具体化,把施工成本在组织管理层和项目经理部的运行有机地联系了起来。Construction project construction cost manage- ment from the project tender offer, until the project completion settlement is finished, throughout the course of project implemen- tation. Costs as a key goal of project management, including re- sponsibility cost target and plan cost targets, the nature and func- tion of them is different. The former reflects the organization of construction cost target requirement, which is the embodiment of the former,the construction cost in the organization management and the operation of the project intends to organically.
