全球治理时代全球利益与国家利益的调适  

Adjustment of Global Interests and National Interests in the Era of Global Governance

摘　　要：处于全球治理时代的民族国家常常在维护国家利益与全球利益面前陷入困境和两难选择,这就需要我们对此二者进行理论审视。全球利益的思想源头发端于古希腊罗马的自然法理念和万民法思想,中经格老秀斯和康德的和平思想阐发,于现当代成为全球治理中的超越民族国家利益局限的人类共同利益诉求;民族国家利益则伴随着现代民族国家的产生而形成,其起源可追溯到16世纪意大利和17世纪英格兰的国家理由、王朝利益等概念,而自17世纪之后逐渐形成以民族国家政治共同体为本位的国家利益概念。在全球治理时代,我们必须具备对以上二者的理性认知,坚持一种全球利益关照下的国家利益观:正视全球性危机的严峻挑战以及全球治理向深度发展的时代趋势,在认识和行动上呼应全球治理中人类共同利益维护的急切需要;尊重国家的基础性地位,维护合理的国家利益;通过积极参与国际组织与全球治理机制,实现国家利益与全球利益的调适。In the era of global governance, nation-state often go into trouble and the dilemma when it confront with safeguarding national interests and global interests/common interests of mankind, Which we need to examine the concepts above. The thought of global interests originated in the concepts of natural law and the law of peoples thoughts in the ancient Greek and Roman, developed by Grotius and Kant＇s concept of peace, and now evolved into the common interests demands of mankind beyond the confines of the nation-state interests in contemporary global governance era; the interests of the nationstate is accompanied by the generation of the modern nation-state, its origins can be traced back to the Italian concept of Ragione di Stato in 16th century and the English concept of dynastic interests in 17th century, and gradually form the concept of national interest which taking the nation-state political community as the ontology. In the era of global governance, we must have rational cognition of the above concepts, adhere to the idea of adjusting the national interests from the view of global interests： To face the challenges of the global crisis and the trend of deeply development of global governance ; to echo the urgent need for understanding and action on safeguarding the common interests of mankind in global governance; to respect the basic position of the nation-state, safeguarding legitimate national interests; through active participation in international organizations and global governance regimes to achieve the coordination of the national interests and global interests.
