摘　　要：文章以江苏省为案例研究对象,将环境污染视为环境资源的生产投入,建立了环境资源生产函数模型。对实证数据进行了ADF单位根检验和Johansen协整检验,显示研究变量之间存在长期均衡关系。针对生产函数中多重共线性的问题,采用岭回归分析方法,计算出环境资源投入对区域经济产出的经济贡献度为7.0%,远远大于环境污染造成的经济损失。因此,应该以环境资源投入的经济贡献为基础,完善环境相关税费和环境治理投入标准;改变以GDP为核心的地方政府官员绩效考核模式,引入生态环境考核指标;加大对教育和科技的投入,提高人力资本的贡献率。The paper takes environmental pollution as production input of environmental resource,and builds an en-vironmental resource production function model by using the statistical data of Jiangsu province. The study indicates thatthere is a long-term equilibrium relationship between study variables after making ADF unit root test and Johansencointegration test on the empirical data. The paper applies ridge regression analysis,which aims to solve the multi-collinearity problem in production function,and calculates the economic contribution of environmental resource inputto regional economic output is 7.0%. The economic contribution of environmental resource input is far greater than theeconomic losses caused environmental pollution. Therefore,we should perfect taxes and investment criteria related toenvironmental governance on the basis of the economic contribution of environmental resource input. Meanwhile,weshould improve the local government performance evaluation model with GDP at its core,and incorporate ecologicalenvironment evaluation index into the model. Finally,we should increase input in education and science,improve thecontribution rate of human capital.
