摘 要:我国住房公积金制度经过15年的发展,在住房制度改革和房地产市场发展中发挥了不可忽视的作用。但是近年来,国内理论界以及社会公众对住房公积金制度的批评和质疑不断增多,要求改革公积金制度的呼声日益高涨。客观来看,住房公积金制度本身也的确暴露出诸多亟待解决的问题,这些问题涉及公积金归集、提取、管理体制等各个环节,已到了不得不改的关键时刻。借鉴国外经验,短期内应继续坚持这一制度,并尽快启动二次修改;中长期应转变为专业化的住房储蓄银行制度。China’s Housing Provident Fund System has played an important role in the development of real estate market during the past 15 years. However, criticism and questioning from domestic theoreti-cal circles and the public in housing fund system has been growing more and more in the past several years and the voice for calling for reform fund system is also growing more and more. Objectively speak-ing, the housing provident fund system itself is indeed exposes many problems to be solved, which in-clude management system, imputation deposit, extraction using, and it has reached a critical moment to have to change. From abroad good practice, we should insist on this system during short-term and start the second modification as soon as possible. In the medium and long run Housing Provident Fund Sys-tem should be turned into a professional system of housing savings banks.
