常德市农业标准化示范区综合效益评价研究

摘　　要：分析了推进农业标准化示范区建设的主要做法,包括:政府构建农业标准化组织领导机制,分产业制订标准,狠抓"三大体系"构建,分区域分层次推进标准化;从标准化推广实施情况,经济效益,技术进步,质量控制,社会与生态效益五个角度分析评价了常德市各县(区)四年来实施标准化所取得的综合效益;指出目前常德市推进农业标准化示范区建设所存在的不足之处;并针对存在的问题提出应构建完善的农业科技推广体系并建立人才激励机制;加强对有机肥使用的监管;强化宣传教育,提高农民标准化生产的主体意识等对策建议。This research describes mainly practices to promote the construction of agricultural standardization demonstration zones in Changde City, such as, building leadership mechanism for agricultural standardization, developing different standards for different agriculture industries, paying close attention to ＇ three systems＇ building and promoting agricultural standardization according to different regions; Secondly, this paper evaluates agricultural standardization demonstration zones＇ comprehensive benefits from five angles, including the promotion of agricultural technology, economic, technological progress, quality control, social and ecological benefits; Thirdly, some problems are pointed out to promote the development of agriculture standardization demonstration zones in Changde City. Finally, in order to solve those problems, the paper advances some suggestions, including building a sound extension system of agricultural science and technology, establishing a talent incentive mechanism, strengthening the supervision of using organic fertilizers and increasing farmers＇ awareness of agricultural standardization through publicity and education.
