摘 要:改革开放前,我国建立以城乡分割户籍管理制度为基础的劳动力计划管理体制,制约了农村劳动力转移就业。改革开放后,劳动力就业体制改革成效显著,促进农村剩余劳动力转移就业,但目前全国各地仍然存在约束农村劳动力转移就业的体制性因素,迫切需要研究和探索农村劳动力市场化改革问题,全面深化就业制度和户籍制度改革,推动城乡经济社会发展一体化,推进全面建成小康社会进程。Before the Reform and Opening - up, China basically relies on separated urban and rural household registration and labor plan management system, which limits the transfer of rural labor force. After the Reform and Opening - up, the system re- form effectiveness of labor employment is significant, promoting the transfer of surplus rural labor employment. However, there still exist institutional factors all over the country restraining rural labor transfer. There appear urgent needs to study and explore rural labor market reform, to deepen employment institution reform and household registration system reform, to push forward ur- ban - rural integration of economic and social development, in order to promote the construction of an overall well - off society.
