摘　　要：目的全面、客观地评价四川省全球基金艾滋病项目目标的实现程度和项目实施效果。方法收集各轮次项目历年工作报表、总结报告及监测资料等进行汇总整理、统计和分析。结果 2005-2012年间,项目各领域活动均按计划开展,且核心指标完成率较高。暗娼人群、注射吸毒者艾滋病知识知晓率分别由2007年的52.1%、46.0%提高到2012年的94.9%、91.9%,男男性行为者艾滋病知识知晓率达到96.1%;暗娼人群最近一次商业性行为时安全套使用率及最近一月安全套坚持使用率分别由2005年的56.7%、38.7%提高到2012年的92.3%、71.6%,注射吸毒者和男男性行为者行为得到改善;暗娼人群及注射吸毒者HIV抗体阳性检出率分别由2007年的1.7%、15.2%降至2012年的0.4%、5.4%,男男性行为者HIV抗体阳性检出率维持在11%左右。结论项目实现了总体目标,推动了全省艾防工作,为艾防工作的持续深入开展奠定了良好基础。但仍需继续探索高危人群行为干预模式,提高干预质量。Objective To evaluate the progress and effectiveness of the Global Fund AIDS program in Sichuan Province. Methods All summaries, reports and monitoring data for all projects from past seven years were collected for statistical analysis. Results From 2005 to 2012, all activities planed by the projects were carried out in all relevant fields with a high core index completion rate. The awareness rate of AIDS related knowledge increased from 52. 1% and 46. 0% in 2007 to 94. 9% and 91.9% in 2012 among the female sexual workers（FSWs） and injecting drug users（IDUs） respectively; the AIDS awareness rate in men who have sex with men（MSM） reached 96. 1% in 2012. Condom usage among FSWs in the most recent sexual intercourse reached 92. 3%, consistent usage in the most recent month reached 71.6% in 2012 while in 2005 it was only 56.7% and 38. 7% according to the latest survey. There was also a decrease in high risk behavior in 2012 among MSM and IDUs. The HIV test-positive rate among FSWs and IDUs dropped to 0. 4% and 5. 4% in 2012, from a high rate of 1.7% and 15.2% in 2007. HIV test-positive rate among MSM remained at around 11%. Conclusions The overall objectives of the project were achieved. The implementation of the program improvement of AIDS prevention and control effort across the province, laid a solid foundation for a sustainable improvement of AIDS prevention and control program. However,it is also necessary to continue to explore the high risk behavior intervention mode, and improve the quality of intervention activities in the future.
