摘　　要：城市治安巡逻工作是公安派出所日常的主要勤务工作,也是公安机关有效防范和打击犯罪的重要措施。为适应动态环境的治安需要,加强城市社会治安的动态管理,变革原有的城市治安工作机制成为了必然。为更好地适应上海城市现代警务机制的发展要求,有必要以上海公安派出所综合指挥室建设为契机,对基层公安机关目前的动态巡逻勤务机制进行升级与改良,以实施更加科学、合理、可操作的动态勤务模式。实践证明,要实现"实兵巡逻"与"视频巡逻"的完美结合和无缝互动,建立派出所综合指挥室是最直接、最有效的手段。With the development of the society and economy, all kinds of conflicts have come into being. Therefore, the public security environment gets worse, public security organs are forced to take the responsibility and it causes a lot of bad consequences. Hence, city policing must be reformed in order to adapt the crime-ridden order The patrol system plays an important role in the government management all over the world. To be efficient and effective, police can formulate a scientific and rational system of patrol. Now the system of Chinese patrol is reforming and developing. The network patrol mechanism on streets has attained primary effects since put into operation, and become the successful apotheosis of modem policing mechanism. However, there are still some bottlenecks that restrict the refomaation to deepen further. Therefore, public security organs must continue to deepen the reformation of network patrol mechanism in order to enhance the actual effects of the patrol mechanism based on the comprehensive command post.
