从《国务院公报》看“意见”处理的规范化

摘　　要：从《党政机关公文处理工作条例》出发,通过对选定期限内《国务院公报》所刊载的意见的统计,分析意见的使用频率、发文机关、发文形式、文种名称前缀修饰词、正文内容层次五个方面的情况,呈现当前最高行政机关意见使用的生态,对部分处理方式提出商榷,引导和推动对意见处理规范化的思考。This article analyzes five aspects, which are the use frequency of opinions, document issuer, dispatch form, modifier of document names and article-level, by proceeding from the Processing Rule of Official Documents of the Party and Government Organizations and collecting statistics of the issued opin- ions on the State Council Bulletin during a selected period of time. This article presents how the supreme executive organs u^se the document form of opinions, discusses some processing methods, guides and pro- motes the reflections on normalization of opinion processing.
