中部地区省域政府效率及其影响因素研究

摘　　要：现代政府的核心任务就是发展经济和提供公共服务。该文通过构建省级政府效率评价指标体系,基于2005—2011年省际面板数据,运用超效率DEA视窗分析模型和灰色关联分析方法对中部6省政府效率及其影响因素进行分析。结果表明:超效率DEA视窗分析模型能够避免传统DEA模型的缺陷,可以有效处理面板数据;中部6省政府效率整体较高,但是各省之间存在一定的差异;其中政府效率最好的是山西,最差的是江西;影响中部地区政府效率的因素由大到小依次为:劳动力投入>财政预算支出>全社会固定资产投资。The core task of modem government is economic development and the provision of public services. By constructing the provincial government efficiency evaluation index system, based on inter-provincial panel data during the years of 2005 to 2011, the paper uses super-efficiency DEA window analysis model and the gray correlation analysis method to analyze the government efficiency and influence factors of the six provinces in Central China. The results show that： the super efficiency DEA window analysis model can avoid the shortcomings of the traditional DEA model, and can effectively deal with the panel data; the government efficiency of six provinces in Central China is overall high, but there are some differences between provinces; the government efficiency of Shanxi province is the highest, and Jiangxi province is the lowest; the influence factors of government efficiency are as follows in a descending order： the labor input, the fiscal budget and the total social fixed assets investment.
