摘　　要：反恐在近半个世纪以来一直是联合国工作的重要议程,随着国际反恐行动的发展,一部综合性的国际反恐法呼之欲出。国家作为国际反恐政策的实施者和推进者在反恐行动中扮演着重要的角色。在国际反恐行动中,作为反恐的积极倡导者,美国更是少数将反恐列入国家安全战略显著位置的国家。本文简要总结了国际反恐的发展历程及美国反恐政策的新发展,反思国际反恐行动对国际法和国际关系的挑战,力求规范国际反恐行为,使现有国际反恐措施得到切实深入和发展。In nearly half a century, has been an important task on the agenda of the United Nations. With the strengthened international actions against terrorism, a comprehensive international anti - terrorism law is in a dire need. The government of a country as the implementer and facilitator of international anti - terrorism policies plays an important role in anti - terrorism. In the international campaigns against terrorism, the United States is an active advocator of anti - terrorism and one of the few countries that put anti - terrorism as a strategic choice for its national security. This paper briefly summarizes the international operations for anti - terrorism and the new US anti - terrorism policies, discusses the challenges of such actions to the international law and international relations, and tries to regulate relevant actions to ensure a smooth implementation of the existing international anti - terrorism measures.
