以生态优先理念编制小城镇总规的探索——以常州市横山桥镇总规为例

摘　　要："十八大"之后,"生态文明"理念深入城乡规划发展过程中,新型城镇化规划作为新阶段城乡发展的指引方针,提出有重点地发展小城镇,全面放开建制镇和小城市落户限制,强调充分发挥重点中心镇的带动辐射作用,集聚人口,突出强镇扩权、试点先行。小城镇发展已经成为新阶段城乡建设的关注重点,如何在小城镇规划中落实"生态优先"理念,同时增加中心镇集聚能力,在小城镇发展模式中融贯新型城镇化发展道路,文章试以常州市横山桥镇总体规划为例对此进行探讨。After the opening of the Eighteenth National Congress of the CPC, the idea of ＂Ecological Civilization＂ has been deeply embedded in the process of urban and rural planning and development. New- type urbanization, as the main guideline of the new phase development, has pointed out that small towns should be supported to develop according to its importance, and the control over the household register will be lifted. It emphasizes to make full use of the drive and radiation of key central towns, to gather population and enhance the administration power of the developed towns as pilot trials. The development of small towns has been the focus of urban and rural construction in the new decade. Taking Hengshanqiao Town of Changzhou as an example, the paper discusses how to apply the ＂ecology priority＂ idea in small town planning, to settle the New-type urbanization path in small town development pattern and to promote the gathering magnet of the central town.
