论我国政府责任体系的理论构建

摘　　要：根据权责一致原则,我国政府是国家权力机关的执行机关,掌握着公共权力,理应承担政府责任。政府责任是一个责任集合体,学界有不同的分类方法,本文主要从政府的政治责任、法律责任、行政责任和道德责任四个方面加以阐述。由于我国的市场经济体制还不够健全,民主和法治还有待完善,政府责任建设需要不断深化。政府在处理与执政党、人大、法院、检察院、市场、社会的关系,以及政府自身上下级之间的关系时,也是政府承担责任的具体表现。According to the consistent principle of powers and responsibilities,the government of our country is an executive organ of the state organ.It handles public power,so it should share the responsibility of a government.The responsibility of a government is the responsibility of a collection,which has different classification methods in academic circles.This paper elaborates mainly from the four aspects of the government’s political responsibility,legal responsibility,the administrative responsibility and moral responsibility.Owing to the fact that our country’s market economic system is still not perfect,democracy and the rule of law has yet to be perfected,the construction of government’s responsibility needs constant deepening.The government’s responsibility is concretely demonstrated in dealing with the party in power,the National People’s Congress,court,procuratorate,market,society,and the relationship between members of upper and lower levels in the government itself.
