从超市场契约看国有电信企业的准一体化运营机制

摘　　要：中国移动选择超市场契约与社会渠道建立准一体化合作模式,使其移动通信业务获得了良好回报。为保证超市场契约能高效履约,以下要件缺一不可:各质量维度精密考核与强激励相结合,以确保超市场契约的有效实施;建立严格的私人惩罚制度,有效预防社会渠道商的机会主义行为;加大社会渠道商的违约成本,促进社会渠道商自我履约;建立信用保证金制度,防范可能发生的违约风险;通过多重复合交易,强化对社会渠道商的关系治理。中国电信和中国联通对中国移动超市场契约的模仿经验进一步表明:为提高交易效率,选择合适的契约形式只是迈向成功的第一步,保证契约自我实施的各项要件缺一不可才是取得成功的关键。China Mobile builds a quasi-integration cooperation mode with social channels by using super market contract, and earns good returns on mobile communication services. In order to guarantee the effective implementation of super market contract, the following elements are all essential ： adopt the precise evaluation of each dimension of quality combined with high-powered incentive to guarantee the effective implementation of super market contract; prevent social channels＇ opportunistic behavior with strict private punishment system; promote social channels＇ self control with high default costs; establish a credit guarantee system to prevent the possibility of default risks; strengthen the relational governance with multiple compound trading. China Telecom and China Unicom＇s imitation experience further indicates that selecting the appropriate form of contract is the first step to success, and the key factor is to ensure the implementation of all elements which are adopted to improve the efficiency of transactions.
