摘　　要：科学发展观的第一要义是发展。从性质、规律、社会、世界、动力和实质六大维度解读科学发展观的第一要义,对于全面把握第一要义的科学内涵,深刻认识发展的决定性意义,有力增强贯彻落实科学发展观的自觉性和坚定性,具有重要的意义。Promoting economic and social development is the top priority in applying the Scientific Outlook on Develop-ment.Interpreting it from nature,law,society,world,power,and essence has great significance for comprehensively grasping its scientific connotation,deeply understanding the decisive significance of the development,strongly enhancing the self-conscious-ness and firmness of implementing and realizing the scientific development concept.
