摘　　要：我国周边安全环境的深刻变化及国防建设面临的新形势,对铁路交通战备队伍应急保障能力建设提出了新的战略要求。铁路交通战备系统必须紧紧围绕担负任务和铁路经营管理体制变化,以做好军事斗争准备为牵引,对铁路国防交通战备建设存在的问题归纳为"四个不适应",对其形成的原因进行了深入细致的分析、研究,提出应有针对性地优化应急专业力量体系,完善遂行应急任务的法规制度,加强军民融合应急保障机制建设,加快推进应急保障训练改革,大力开展实战化应急保障训练演练,以提高国防交通队伍的应急保障能力,顺利完成遂行任务。Both the profound change in the surrounding safety environment of our country and the new situation facing the construction of our national defense raise new strategic requirements for the buildup of the emergency support capability of our railway traffic war preparedness forces.With the aim of doing a good job of preparedness for military struggle as its traction,the railway traffic war preparedness system must center its close attention on the tasks to be given to it and the change in the operational and managing systems and mechanisms of the railways,make a deep and detailed analysis of the causes of the existing problems,correspondingly optimize its emergency professional force system,perfect its regulations and rules for implementing emergency tasks,strengthen the construction of the mechanism of combining military emergency support with civilian emergency support,speed up the reform of the emergency support training and make great efforts to carry out competitive emergency support drills so as to improve the emergency support capability of our traffic forces for national defense and ensure the successful completion of our tasks.
