摘 要:鉴于各级流域综合规划环评中环境影响识别的程序和方法等内容暂无详细规定,根据流域综合规划特点,阐述了生态敏感目标的内涵,按照禁止类、限制类对生态敏感目标进行分类,提出了生态敏感目标识别概念模型,建立了生态敏感目标识别技术方法,并在柳江流域综合规划环评中进行识别应用,可为评价标准、等级的确定提供参考。In view of the procedure and method having no detailed provisions in all levels of integrated river basinplanning environmental impact assessment, according to the characteristics of integrated river basin planning, this paperexpounded the connotation of ecological sensitive target. The ecological sensitive target is classified as prohibited or re-stricted. And then the concept model of ecological sensitive target recognition is put forward. At the same time, estab-lished the method of ecological sensitive target recognition technology is established. Finally, it is applied to recognition ofEIA of integrated planning in Liujiang basin. Therefore, it can provide reference for determining the evaluation standardand grade.
