以党的领导统领农村“非正式权威”碎片化治理

摘　　要：改革开放以来,随着国家对农村控制方式的转变,在主要以村两委为主导的农村正式权威之外,又衍生出体制外的各种"非正式权威",如农村精英、经济组织、宗族家族组织、宗教邪教组织等,其所各自代表的权威日渐趋向碎片化。因此,要通过加强和改善党对农村工作的领导,不断激活农村民间力量,重塑国家与社会的关系,着力探寻党领导下的农村"非正式权威"的治理参与机制,合理引导和改造农村"非正式权威",重新焕发党的领导的生机和活力。Since reform and opening-up,with the change of ways that nation dominates village,hors two village committees, some informal authorities appear, such as rural elites, economic organization, religious family organization, and evil religion organization etc., whose authorities incline to fragmentation day by day. Therefore, by enhancing and improving party＇s leading to rural work,we should activate rural folk force,remodel the relationship between government and society, trying to explore mechanism of participation and management under party＇ s leading, guiding and transforming rural informal authorities, then blooming again the vigor and energy of leadership of the Party.
