对公安文化建设若干问题的探析

摘　　要：当前,在公安部关于推动公安文化大发展大繁荣的背景下,公安文化意识已为广大公安民警普遍接受,公安文化建设正在各级各地公安机关如火如荼地开展。然而,在开展公安文化建设中各地对公安文化在观念上存在差异,在认识上还有争议,在做法上也不尽相同。虽然从某种意义上来说这体现了公安文化百花齐放的良好景象,但也给人们带来了些许的困惑,如公安文化建设的功能定位;公安文化与大众文化之间的联系;如何把握公安文化传承与创新、稳定性与灵活性。对这些问题的正确理解将有助于公安文化建设的顺利推进,有利于公安文化的可持续发展。Currently , under the background that China Ministry of Public Security is promoting the grand de-velopment and grand prosperity of public security culture , the concept of public security culture has generally ac-cepted by vast proportion of police , and its construction has been carried out vigorously in all tiers of public security agencies.However, in the process of construction, there are some differences in concepts, disputes in understand-ing and divergences in ways of practice .Though it reflects the flourishing prospect of public security culture , it also brings some confusion to people , such as the functional orientation of cultural construction , the association of public security culture and popular culture , and how to grasp the inheritance and innovation , stability and flexibility of public security culture .A proper understanding of all these problems will help promote the construction of public security culture successfully and enhance the sustainable development of public security culture .
