基于牧区可持续发展的内蒙古阿巴嘎旗草原保护红线划定问题研究

摘　　要：草原保护红线关系到牧区的可持续发展,也是从生态发展角度探讨民族地区经济社会发展的突破口。草原保护红线的划定必须要因地制宜。在分析牧区可持续发展的基础上,以内蒙古阿巴嘎旗为例,提出了划定草原保护红线的基本保护方向,总结出红线的划定能够促进生态牧区的形成,逐步实现牧区可持续发展的基本经验。Designating the grassland protection red line is the forefront problem for the sustain-able development of pastoral areas and the breakthrough for the discussion of the economic and social development of the minority areas from the ecological development perspective. The desig-nation of the grassland protection red line should be guided by scientific theories and be adapted to the local conditions. Taking Abaga Banner of Inner Mongolia as an example, the paper states the significance of the sustainable development of pastoral areas, points out the basic direction of the red line for grassland protection in Abaga Banner, and concludes that designating the red line can hasten the formation of ecological pastoral areas and realize the sustainable development of pastoral areas.
