推行行政复议委员会制度若干问题探讨——以辽宁省为例

摘　　要：设立行政复议委员会可以改变现有行政复议机构分散、公信力差、公民不愿意寻求复议救济途径的格局。从机构设置及其原则、程序运行等方面论证了如何有效确立相对集中行政复议权制度。辽宁省尚无试点城市,应根据自身特点,着力解决好行政复议委员会筹备、机构编制、经费保障和运行机制等问题,从而积极稳妥地建立、推行行政复议委员会制度。To implement the administrative reconsideration committee system is to re -arrange the administrative reconsideration institutes, making these institutes judge cases with justice and authority. It is a good measure in reforming the administrative reconsideration system, and a way to change the fact that the existing institutes are being scattering, lacking in credibility and citi-zens are reluctant to seek help. However, we need to learn from the pilot cities concerning how to successfully establish a relatively concentrated system of administrative reconsideration. There are no pilot cities in Liaoning, so we should consider our own features in regulating the setting-up and working mechanisms of the administrative reconsideration committees so as to actively and steadily implement the system.
