摘　　要：当社会保险这种更为先进的保障方式在西方已经实行了四十多年时,对中国民众来说这还是一个陌生的名词,中国社会保障仍然以传统的社会救济为主。南京国民政府成立以后,在政府、民间以及国际劳工组织的推动下,对社会保险立法进行了初步的尝试。The more advanced securily mode of social insurance had been practiced in the West for over forty years,but for the Chinese people,this was still a strange term,China＇s social security was still the traditional social relief.After the Nanjing National Government was established,social insurance legislation becane a preliminary attempt with the promoticon of the government,the common people,and the ILO.
